The Access Layer is a strong idea. It is also more than a marketing campaign, so four things are worth settling before it is committed to publicly at the launch.
The regulatory position
Introducing members to investment opportunities, and partnering with banks on credit to fund travel, may be regulated activity in Tanzania and where the counterparties sit. This needs a legal view before it is marketed, not after.
What exactly is promised
You raised this risk yourself: a member flies to a meeting, the deal fails, and does not fly again. The language needs to promise access and introductions, never outcomes.
Who delivers it
Sector intelligence, curated introductions and closed events are ongoing operational work, not a one-off build. It needs a named owner inside Deal Done and a realistic view of monthly capacity.
Whether members will pay
Test the proposition with a small group from your existing network first. If twenty of the right people say yes to a paid membership, it is proven. That test costs very little and removes most of the risk.
None of these are reasons not to do it. They are the four questions we would want answered in the first month. We would settle them in a half day working session with your team inside the engagement, turning this outline into a defined offer, so that what you announce in September is something you can deliver in October.

Based on the figures you gave us: Dar es Salaam to Zanzibar at approximately $12,000, at a net margin of 15 to 20 per cent. Note this is your shortest route, so it is a floor rather than an average.

Everything below recalculates from this one number, on your figures.
Conservative assumes every booking is a short route at the 15 per cent margin floor, $1,800 net. Blended assumes an average booking of $18,000 at 17.5 per cent, $3,150 net. Both are scenarios built on your figures, not forecasts.
Three honest conclusions.
Roughly three short bookings a month
On the most conservative reading, where every booking is your cheapest route at your lowest margin, you need about two and a half bookings a month to cover the marketing investment, so three to be genuinely ahead. On a realistic route mix, two is enough.
We should aim below $1,000
To return three dollars for every one spent on acquisition, the cost of winning a booking needs to sit under roughly $1,000 on the conservative case. That is the single number we will manage against, and it is what the dashboard reports on.
Inside the first quarter
At four to five bookings a month on a blended mix, the surplus covers the one-time build fee within the first two to three months of operation, after which the system is an asset rather than a cost.
